Dr. Smith improved on this by supplying a great amount of detail about the American Rheumatism Association and the local rheumatism associations of a number of states in the U.S.A. After the Ninth Congress of Rheumatology in Toronto in 1957 the secretariat moved to Paris for 4 years, with Professor F. Coste as President and Professor Delbarre as Secretary-General. Delbarre resolved to improve the Year Book still further, chiefly by increasing the amount of miscellaneous information about European and South American countries. In 1959 and 1960 he sent questionnaires to all the national rheumatism associations, and to a number of individual rheumatologists too.
